This might happen as a side effect of the scanner presenting a keyboard layout code (scanners typically identify themselves as keyboard devices) that is not the same as the layout code presented by the keyboard. The Logitech, Microsoft and Dell keyboards probably report layout code 0 so if you can control the layout code reported by the scanner you might try setting it to '0' and seeing if that allows Num Lock to stay on.
