To my knowledge, neither RDP nor VNC have a broadcast/query mode like
XDMCP does... the apps can't just send out a "who's out there"
request.

I would suggest creating a GUI tool populated with the names of the
remote systems to which you wish to connect, and using it in kiosk/CAM
mode.
It could be written in Tk/TCL, for example, and would not need a
window-manager. This would be good for a relatively small site with a
manageable number of remote clients.

Another option would be to use SGD(/Tarantella) with the native client
running (full screen) in kiosk/CAM mode. This would be better for a
large site with lots of users and servers. One advantage to this
method would be the ability to dictate who has access to what
resources/systems (highly configurable) without having to edit the
script and restart the Sun Ray services. Another advantage would be
the support of even more protocols than the two previously mentioned.

I actually proposed both methods where I work, but we ended up going
with a more site-specific configuration instead (every site is
hard-coded to use only the local RDP servers) to reduce maintenance.

  I guess a minimal window manager with a fullscreen client is
  an ok solution, but is there any existing script for alternate
  sessions like these tobe bound to dtlogin? And can we find
  and select an RDP/VNC server from a menu, if the solution
  exists? :)
