That's even weirder. If the panel's native resolution is
1280x1024 then that's what the Sun Ray should drive,
assuming that 'utxconfig' or 'utresadm' aren't forcing it to do
otherwise. I wonder whether the Sun Ray is failing to parse
the monitor's DDC response correctly. But that wouldn't
explain why it won't sync even when you use 'utsettings' to
force a timing.

How can I determine what the utresdef settings would be for the 1024x768
resolution that does work? I wonder if I just plugged in 1280x1024 with the
Horiz and vert that I have, would it work?
That wouldn't work. The timing definition consists of a bunch
of numbers that are all interdependent. You can't take a
1024x768 definition, change just a couple of numbers and
come out with a sane 1280x1024 timing.
Do you have any information at all on the details of the video
signal that this monitor requires? Even an XFree/Xorg
modeline would be helpful.
Given that the Sun Ray built-in 1280x1024 timings are all
boring middle-of-the-road timings with a proven history I wonder
whether the monitor is getting confused not by the timing but
by something else, say the polarity of the sync pulses.
