I've used a perl script to whip up a Commands.xcu file with as many options as possible disabled (see attached). Use gunzip to uncompress it and copy to <SO network dir>/share/registry/data/org/openoffice/Office

The other trick is to make sure you remove write permissions from any file that you want to open. This will cause StarOffice to open in read-only mode.
