Another option would be to tell Windows to ignore the remote keyboard layout
and pick it's own.

If you use Windows 2003 without SP1, you'll need this hotfix to use it:
http://support.microsoft.com/kb/842136

We're using US International keyboard layout this way, and some even use
Dvorak layout.
