Here is another work around which works fine for me and is real easy....
Edit the 'utinstall' shell-script by locating the following line:
mkdir -p $TMP_DIR/var/lib/rpm
and modifying this stanza to look like the following:
mkdir -p $TMP_DIR/var/lib/rpm
mkdir -p $TMP_DIR/var/lock/rpm
The SRSS 'utinstall' script will then perform its intended function.
