We had similar problems. The solution was to set NewTBW parameter in the
dhcp configuration to 35000000 like this:
  dhtadm -m ce1 -M -e NewTBW=35000000
  pkill -HUP -f dhcpd.in
and reset the DTU after that.

Maybe this works for you too.
