/etc/TIMEZONE is
TZ=MET
CMASK=022

as I configured Posix C als default locale. I want the machine running
with english error messages ...

In the meantime I found the error: I had to install central european
locales (ceu) with "localeadm -a ceu".
Then I configured Dtlogin*language to de_DE.ISO8859-15, copied the
corresponding directories from /usr/dt/config to /etc/dt/config. Now my
login interface is german.
