Seems to be a a good fit for IP-Filtering.  This is build
into many OSs (Solaris 10 for example),  for others it may
be an available add-on:
NAME
     ipfilter - IP packet filtering software

     IP Filter is software that provides packet  filtering 
capa-
     bilities on a Solaris system. On a properly setup
system, it
     can be used to build a firewall.

What you would need to do is build some rules that block
access to
your internet gateway.
