i had the same problem on opensuse 10.3 which was solved by renaming
xmodmap to xmodmap.bak so that gnome could not mess with the keyboard
anymore..
Give it a try..

I recently installed SRSS 4 on Ubuntu 7.10. All is working fine,
except for some keyboard weirdness.
On the GDM screen, the keyboard layout is fine, but after logging into
Gnome, each and every key gets assigned wrong. For example, the number
keys now input part of the upper row etc.
Local logins are fine, though.
I am using some generic PC USB keyboards which are fine when directly
connected to the machine. No Sun keyboard available.
I'd be glad if someone could help me troubleshoot this problem, as I
have no idea where to start.
