Dou you use server signature as well? Are you using the "hard" or the "soft"
security policy?
I tried all possible combinations. Independently on the settings for mode, auth_down_type (and auth_up_type :) ), the system works if no encryption is used, and always breaks when I switch on encryption.

As well, the OS, platform and SRSS version you use would be
useful to get a more precise idea of what could be influencing in your situation.
Two systems
SunOS host1 5.10 Generic_127112-10 i86pc i386 i86pc
SunOS host2 5.10 Generic_120012-14 i86pc i386 i86pc
both using 3.1 of SRSS
