If it really reports 'no kiosk sessions available' that indicates that kiosk session descriptors are not found in /etc/opt/SUNWkio/sessions.

What is the output of the following commands?
 $ /opt/SUNWkio/bin/kioskdesc list -s # should list all know sessions
 $ /opt/SUNWkio/bin/kioskdesc print -s cde  # should print a descriptor
 $ ls -l /etc/opt/SUNWkio/sessions/*.conf   # should also list sessions

If any of these commands fail or don't list the expected sessions, you could also check the integrity of the installed kiosk packages using
  # pkgchk SUNWkio SUNWkior SUNWkio-cde SUNWkio-jds3

You can't create kiosk session through the GUI. Kiosk sessions need to be installed (they are a piece of software).

Please use the pkginfo(1) and pkgchk(1M) tools to verify the integrity of packages
  SUNWkio
  SUNWkior
  SUNWkio-cde
