That just looks like UTF-8-but-not content. I.e. content stored as UTF-8,
being displayed not in UTF-8, but instead presumed to be some sort of
ISO8859-* codepage:

 $ echo räksmörgås | recode utf-8..iso8859-1
 räksmörgås

Try adjusting your display settings, or your terminal, or your kernel's
idea of the filesystem encoding, or something. Basically,
UTF-8 everywhere => Things Just Work.
