It's important because PC/SC is mechanism that Personal Computers talk to Smart Cards.

But "registered mode" on Sun Ray and smart cards has nothing to do with authentication. In addition to PC/SC, you're going to need smart cards supported by the OS you are trying to authenticate against (assuming that you are using uttsc to windows since that's the most common place where the message is seen), cert servers, enrollment stations, and possibly middleware.
