By default utxlock won't be used in SRSS 4.1 and one will always get
the new hdlogin (RHA) GUI on hotdesking/session reconnect.

If one wants the old utxlock (legacy hotdesking) behaviour, that can be
configured using utpolicy -D option.Pls see utpolicy man page for more details.
