| Is your Windows Server in Terminal Services mode or Remote Administration mode... I'm not sure that you can launch a stand alone application when in Administration mode. The RDP server ignores those client commands.
I would also check to see that application launching is not disabled in the RDP-tcp setting or by group policy.
