Ok, I will answer my own question here:
1. Download Microsoft Keyboard Layout Creator 1.4
2. Load US Layout
3. Add umlauts to AltGr-keys
4. Compile and install layout
5. Switch to new layout
This will work as soon as user preferences are loaded which
is right after login. Maybe using this layout on login too
can be achieved by overwriting the default "DE" layout (not
good) or use some rare LANGID for the new layout (but who
knows what windows will break then).
