You could run a utaction out of /etc/X11/xinit/xinitrc.d/* that runs in
the background of each session and runs utset on every connect event.
Of course, users could kill it off. I *think* you could run it out of
the GDM Presession scripts as well, but haven't tested whether it would
have problems running as root. If that works, users could not kill it off.
But there's no way to force the audio preferences for all DTUs permanently.
