Yes. They should both act as DHCP servers. Just make sure they serve different IP ranges. For server failover you can activate fallback to broadcast discovery.

Yes. There are documented ways to do it using non-Sun DHCP, but you can also use DNS:

Your DNS should resolve the name "sunray-config-servers" (in your domain) to a list of IPs of servers that have firmware and parms files. These parms files can even specify the session servers to use (see the utfwadm man page), so you don't need to touch DHCP at all.
