I'm 100% sure that Citrix can recognize the $HOME variable. Not so sure
about the $USER.
Can you look in one of the kiosk users home dirs and grab the wfclient
and make sure it's in there? Also, does it contain CDMAllowed=On which
is for client drive mapping?

The wfclient.ini file is readable for everyone in your citrix client
install location config directory? And it does contain the something
like the following in it:
DrivePathP=/tmp/SUNWut/mnt/$USER
