Thanks, I've added this into my script.  Between this and another suggestion 
regarding Microsoft Autocorrect I'm hoping that will resolve it...

  I ran into the same problem last fall.  Here's what I did in my kiosk script 
that connects to my WTS:

# Added a statement to turn off the CAPS Lock LED:
# currently, running uttsc appears to turn off the
# CAPS Lock function but does not turn off the LED
# if it happens to be on.  The result is that
# the keyboard is typing lower-case while the LED is
# on.  This will merely sync the LED with the actual
# behavior of the keyboard.

# Turn CAPS Lock LED off
/usr/openwin/bin/xset -led 4
