I'm not sure why it says that. The impact is only at the beginning of the connection, and it would be a fraction of a second at most, to do some bigmatch for the DSA signatures.

Would this only improve performance when initializing the session or is there extra overhead added while the session is active as well? If so, what would be the most noticeable points of performance degradation (i.e. video, USB, screen redraws, etc.)? Is there also a performance overhead in enabling server authentication?

Again, it's only at the beginning of the connection. There is no ongoing impact.
