Yes it is definitely running. It is currently servicing the DTUs on the
dedicated interconnect network with DHCP addresses.

simple. Does DHCP need to be told to offer information over the
public interface in some way above and beyond just utadm -A?
Have you checked that the DHCP server is running on the Sun Ray server?
