That's right. C+A+B+B still terminates the session that is presenting the unlock dialogue, but that's now a separate session from the user's desktop. The old mechanism of using the screenlock in the user's session was unreliable, and even when it worked it still left open the possibility of some random person using C+A+B+B to destroy the locked sesssion. If you really want that old in-session lock behaviour then you can get it back by using the -D option to 'utpolicy'. However, enabling the Non-Smartcard Mobility feature might be a better solution. This will let people use the terminal without having to first kill somebody else's session. It will also let people resume their session on any terminal.
