"Focus follows mouse" is how X works by default, so that's how it behaves in the absence of a window manager. If you don't want that behaviour then you need a window manager to step in, override the default, and impose some other kind of behaviour -- even if the new behaviour is as simple as "focus stays where it was until the pointer moves into some window other than the root window". If you tell us what behaviour you want then perhaps someone can suggest a window manager that can provide that behaviour without also introducing lots of other cruft.
