As I understand it:
For SunRay/VDI you need:
A right to use license per "concurrent user" which I assume to be "per
sunray".
You may then also buy:
Premium or basic support per sunray per year.
I have seen no Oracle pricing for this yet.
Then you need Solaris which is preinstalled or can be downloaded free of
charge.
You may then also buy:
A service plan (hardware + OS support)
Platinum, gold, silver or bronze support for Solaris per server.

Or if you don't use Sun hardware. You can buy:
A solaris subscription (Software only support)

So the answer to your question is: No.
If you buy only a SRS/VDI right to use license, you don't have any
support at all.
And you may use Solaris anytime, also without a SRS/VDI right to use
license.
I hope this will help you get your support contracts up to specs.
