I've tested the keyboards from a Windows machine with a full screen RDP 
session, and they pass to the remote host, so I know RDP works. I've also tried 
the same keyboards on a Linux box with xev, and I get results (something like 
keycode 192 (keysym 0x0, NoSymbol)).

My only issue is that xev in a Sun Ray session just acts like these special 
keys weren't pressed at all.

Really no suggestions from me, except it doesn't work.  Those typically 
aren't standard keys and are handled purely by the OS. On my MS Keyboard 
and another from Logitech, none of the special work with my Linux or Mac 
machines either.  While I've never tried, have you even tried using 
those keys over RDP using a Windows PC to control the remote session? 
I'd be slightly amused if that really did work and not just change the 
volume on the local PC.
