We have three sunray servers ( Two V240 on one T2000)

Do you have a sense for whether the performance was different between the two server types? What I've noticed is that because of the slower single-thread MIPS on the T2000, that the low-bandwidth performance is noticeably worse on it than my 280R that I normally use. That's because the compression used for low bandwidth is fairly CPU-intensive.

By the way, because the T2000 over-advertises its CPU power (32 CPUs at 1.2 GHz, yeah right), most of the sessions are likely to reside on the T2000s. So, most of your 30 users are likely on the "bad" servers.

What I would suggest doing is to force a remote user onto the V240 and see if the experience is better.
