The failing request is part of the 'Global VDI Centers' feature[1], which is new in Oracle VDI 3.2.

The message you see indicates that you have no Global VDI Centers configured. This is perfectly fine, if you don't use that feature.

That this causes log messages at 'warning' level every time is an artefact of the implementation and arguably a bug.

Preferred servers are part of the definition of Global VDI Centers. To set up this feature, see [2].
