The output from "leakcheck" was null:

No lost Kiosk user accounts found
This box was also just rebooted [FW update to 7.2.10] and new connections are
disabled [utadm -f]. However, I did enable connections briefly just to test
that my TC could make a connection.

You can give the delete a -f flag to force.
But can you do a ./utkioskuseradm leakcheck first?
