It means that the DTU has been told by the server to ignore DDC and to
drive a specific timing signal to the monitor.  The other possibilities
are 0, meaning that no DDC response was obtained from the monitor, and
1, meaning that a DDC response was collected and the DTU is driving a
timing based on that response.

Like most stuff in the log files this attribute and its values are
subject to change at any time.
