Has the instructions and the update ID for 2.1.11
Since it's a dot release of 2.1, the same update rules apply that they
are obtained via My Oracle Support.
I totally understand the confusion this caused as I searched pretty hard
and couldn't find any of this on my own. We'll get that fixed.
