If you look on the ¨desktop tab¨ you can maybe see what the other three VMs are doing.
So there are 3 VMs running and available for the 3 users.
What is the status of the other 3 VMs? Are they shutdown, power off, suspended....?
Is there already a user assigned to the VMs?

How the VMs are made available to users depends on the settings in thet Pools settings and cloning tabs.
Are you using flexible pools?
If you are you might want to look at how the VMs are recycled after they are used.

Use: http://your vdi host:1800/ and login as root.
You can see there how many desktops are running and available in the pool.
This might give you a hint on wat the status of the VMs is.
