Thanks for the lead. I built a Linux box and ran a USB sniffer. Apparently, the KVM (Black Box #SW4008A) always transmits the code for a type 6, layout 32 (UK-English) so I changed a line in /usr/openwin/share/etc/keytables/keytable.map from:
6       32      UK6.kt

to this:
6       32      US6.kt

It would be nice to have the SunRay set the code via GUI or params file no matter what the keyboard advertises instead of only basing it on a type 0 keyboard.

Okay, I have a weird one for y'all . . .

I recently bought a bunch of Black Box ServeSwitch Secure KVMs to deploy
for users with multiple systems, including SunRays.  The SunRays always
seem to think the keyboard is a UK layout (@ becomes ", etc.).  This
does not happen with any other hardware, including Sun workstations (SB
2500 and Ultra 45).  The GUI firmware sees the UK layout as well, so I
have to assume it is a firmware issue.  This happens with any keyboard,
including Sun branded units.  I even tried hard setting the keyboard
country code to 33 in the GUI firmware.

Am I missing something else to get the US layout?

BTW- The keyboard layout is proper once I run uttsc to connect to a
windows RDP session but only in that session.
