Also worth a note: when discussing the packages to install,
I think you mentioned that your system contains isc-dhcp,
while SRSS that I know of only uses Sun DHCP server. I am
not sure it was not deprecated in Solaris 11 release, but
I guess you can just try to take the package from an older
release (i.e. an SVR4 package from Solaris 10 media, or one
from OpenSolaris).

The matching SMF service would be svc:/network/dhcp-server:default
Packages on my IPS-based box (OI, and there were some shuffled
packages in the distro):

network/dhcp/dhcpmgr
service/network/dhcp
service/network/dhcp/datastore/binfiles

On an SXCE box the SVR4 packages were:

# pkginfo | grep -i dhcp
system   SUNWdhcm     DHCP Manager
system   SUNWdhcsb    Binary File Format Data Module for BOOTP/DHCP Services
system   SUNWdhcsr    BOOTP/DHCP Server Services, (Root)

To customize the setup, look at /etc/inet/dhcpsvc.conf (and
the Oracle-Sun docs on the server, they are detailed).
In particular, you can limit the interfaces (IP addresses)
on which the server would react to DHCP queries and requests:

# cat /etc/inet/dhcpsvc.conf
DAEMON_ENABLED=TRUE
RESOURCE=SUNWfiles
RUN_MODE=server
PATH=/var/dhcp
CONVER=1
INTERFACES=vlan205,vlan186,vlan186:1,vlan186:2
LOGGING_FACILITY=1

Also note that the DHCP address database includes a field
of the "owner" of the leased addresses, and that is an IP
address which corresponds to your DHCP server's primary
name (IP from `getent hosts `hostname``), so if you ever
rename the box (i.e. moving from POC to production), its
perception of its owner IP address can change and DHCP
breaks until you replace the owners in the database.
Bit me a few times... For that alone, I prefer the text
format for the database over the binary format :)
