If you really want to do that, I guess you could.  The US-ASCII 
keyboards come with no switch at all, so all contacts are either
0 or 1 (I forget which).

But the OP should just set kbcountry=0 in the parms file for his
DTU; that should be enough.  Here is a table of all possible
values:
