Art, This happened to me once but it was more than just the keyboard; it was the entire Windows experience.
In my case, it turned out to be a component of the PCSC [smart card] install; I had to get an update from Sun. Note that it didn't matter whether the user was actually using a smart card: the presence of the pcscd was hogging up way too much CPU.
