Yep, it's a sample of Anne Dudley (one half of the Art of Noise) saying
"hey" and it arrived well before Sunscreem.
If I remember rightly, "Firestarter" itself has a writing credit that
includes Jeczalik & Dudley, aka The Art of Noise, mainly because of how
blatant that sample is and how much a part of the Art of Noise's style
it was too.
