I upgraded to oneric and the wrapping issue has gone away - it was definitely a bug.
I cannot install the ncursesw gem due to a missing dependency - after install ruby1.9full and just about every ncurses package I could find I gave up :). No worries - the UTF-8 issue is less of an issue than the wrapping.
