I had a fairly complex method that involved measurements, 
calculations and resistors.  It was another list member (not 
remembering who at the moment) who suggested the elegant solution of 
connecting the fan to the 5V and 12V lines on one of the hard drive 
power connectors.  This will get you 7V on the fan.

I believe the red wire is 5V and the yellow wire is 12V so connect 
the black wire of your fan to the red wire of the power connector and 
the red wire of your fan to the yellow wire of the power connector. 
If the fan spins backwards, reverse that.
