  I do seem to remember this happening to me early on in OS 9 but I've 
been using it for over two years now apox and don't remember what the 
fix was or if it just went away with some changes or upgrade. you 
didn't mention which version of  OS 9 you are using.
I would make sure the hard dive isn't overly fragmented.
Rebuild the desktop at startup which you do by holding down the Apple 
& option keys until you get the message "Do you want to rebuild the 
desktop?"
Have you used the Software upgrade control panel to make sure you are 
uptodate on all software?
I did a search at macfixedit.com and came up with:(The search sucks 
came up with hundreds of unrelated things)
Norton filesaver greatly slows trash deleting if set to 'Track Deleted files"
Any "File Rescue" programs especially programs that use a control panel.

I would also delete finder preference file by putting in trash and 
restarting then deleting otherwise you can't delete it as it's in use.
Perhaps some of this will work best of luck Will S
