Simple answer: Yes.

To get full 3D & QuickTime acceleration, you'd need to grab the 
appropriate extensions from OS 9.2 and put them in your 9.1 Extensions 
folder, which takes only slightly longer than typing this sentence did.

Beware, though: OldWorld Macs have "issues" with some aspects of the 
Radeon 7000, most notably under OS X. It's the best deal I know of for a 
fast PCI card, but read the reports at xlr8yourmac.com carefully before 
you shell out the cash.
