OS versions beyond 9.1 are designed to be more compatible with OS X when run in classic mode. <http://docs.info.apple.com/article2.html?artnum=120030> They have, for good reason, intentionally been <crippled> such that they will not boot on a computer whose motherboard predates Apple's G3 series [a gross generalisation] without hacking the System suitcase, or updating everything _but_ the "Finder", "System Resources", "Mac OS ROM", and "System" files.
