It helps to think of that thing on top as a cable connector, not a
jumper block.  It just happens that when you aren't using it as a
cable connector (for dual processors) you must install the three
jumpers.

The cable connector makes the card a tough fit in the 7500 and some
other models, where the upper support for the CPU card edge bumps
into the connector.
