Hi Sybil,

Open the 'Keyboard' control panel, click on the 'Function Keys...' button,
and verify the Hot Function Key Settings. For some unknown reason, the
default seems to be to have this checked, which allows you to assign custom
actions to the function keys, but forces you to hold down the control key to
get regular function keys. Unchecking this reverses that behavior. For some
equally mysterious reason, this rascal likes to reset itself.
