Dan, First off 9.1 runs fine as classic. It's what I'm using. This 
problem has been reported by several people with no real fix nor known 
reason for the problem. I had wiped my Classic disk to use for Jaguar. 
After finding no real problems with it, I wiped the 10.1.5 disk and put 
9.1 on there for classic and it started the first time. It maybe you 
need to do a new install. Classic starts up in 1/3 the time it did in 
10.1.5 and older and works well. I'm guessing you've tried trashing the 
Classic extension in OS 9.1 to see if that did anything? Best of luck
