I think your idea is good David. A working topic list sounds like an 
efficient way to get a feel for the overall content and to focus on 
what needs or remains to be written, given the amount of people on 
the list who might want to put some effort into this project. This 
way we have a better chance that all of the topics that we are 
concerned about, get to be written. If we just let it happen without 
some direction (which is also our choice to do) then it will require 
a greater amount of work to edit.
