Identify the chip, go to the chip manufacturer's web page, download 
the datasheet.

That would be a pretty useless flash chip.  All the flash chips I've 
ever seen are rated for at least 10,000 writes.   Perhaps you're 
thinking of some DVD drives which can only have the region changed 
five times.  That's not a limitation of the flash chip, it's a hack 
built into the software.
