I have not had that specific problem, but it is probably the power supply. This family of Macs will power up (disks spin up, LEDs light) even if you remove the CPU card and RAM. So for it to fail to power up is almost always a problem in the power supply. However, do double check the connections between the power supply and the motherboard. If the little three pin connector has come loose that would prevent power up as well. It is also possible for the CUDA chip (341S0788) on the motherboard to fail and prevent power up, but that is so exceedingly unlikely that it's almost not worth mentioning. CUDA chips do fail, but every one I've seen or heard of has failed in such a way as the machine would still power up, but the keyboard and mouse no longer worked.
