I don't have X but do have firewire and an external drive under 9.1.
I am able to power up the drive (with the cable connected first) and after a
few seconds the partitions mount with no problem.
It is not necessary for me to do this before the S900 is booted.
To turn off the drive, I trash the volumes and then turn it off.

I have not hot-plugged the drive - but I would connect the drive without it
powered up.
Mine stays connected to the firewire port.
